Global competition is intensifying and leading tech founders in our <a href=\"https:\/\/technation.io\/founders-pulse\/\"><span style=\"text-decoration: underline;\">Founders Pulse<\/span><\/a> community are watching closely for signals of long-term stability and growth.&nbsp;<\/p>\n\n\n\n<p>Over the past months, through our regular Founders Pulse surveys, and hundreds of conversations with founders across the UK, one message has been consistent: this Budget needs to back ambition, not dampen it.<\/p>\n\n\n\n<p>Founders Pulse exists to give policymakers an unfiltered view of what builders actually need. And our latest results are clear: founders want simplicity, predictability, and a government genuinely committed to helping them scale.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Top Priorities: Incentives, Simplicity, and Growth Capital<\/h2>\n\n\n\n<p>When we asked 300+ UK founders what would help their business most in our pre-Budget Founders Pulse survey, their priorities came through loud and clear.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>70%<\/strong> want stronger incentives to invest in UK companies.<br><\/li>\n\n\n\n<li>Almost <strong>half<\/strong> want a simpler tax system.<br><\/li>\n\n\n\n<li><strong>3 in 5<\/strong> want tax relief schemes \u2013 especially R&amp;D credits \u2013 cleaned up and made predictable again.<\/li>\n<\/ul>\n\n\n\n<p>Founders we surveyed said the UK needs stronger government co-investment in high-growth companies. Others pointed to the importance of better IPO pathways, secondary markets, and crucially talent \u2013 founders want to bring great people in, quickly, and without friction.<\/p>\n\n\n\n<p>Underneath it all is a theme we hear constantly from our founder community: Give us a system that rewards risk, simplifies the rules, and lets us get on with building.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"520\" src=\"https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/image-1024x520.png\" alt=\"\" class=\"wp-image-136439\" srcset=\"https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/image-1024x520.png 1024w, https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/image-300x152.png 300w, https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/image-768x390.png 768w, https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/image-1536x780.png 1536w, https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/image.png 1600w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Unlocking UK Investment: ISAs, Pensions, and a Stronger Scale-Up Pipeline<\/h2>\n\n\n\n<p>If there is one opportunity founders keep pointing toward, it\u2019s unlocking more UK capital for UK innovation. And we\u2019ve been working closely with founders and HM Treasury on two areas with significant potential: <strong>ISA reform<\/strong> and <strong>pension fund allocation<\/strong>.<\/p>\n\n\n\n<p>This month, more than 50 founders of the UK\u2019s leading growth-stage companies signed our <a href=\"https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/Retail-Investment-Industry-Letter-1.pdf\"><span style=\"text-decoration: underline;\">open letter<\/span><\/a>, urging the government to ensure <a href=\"https:\/\/www.ft.com\/content\/47067d04-87ba-43b0-a6a1-f2d16696bd5b\"><span style=\"text-decoration: underline;\">ISA reforms<\/span><\/a> actually direct British savings into high-growth UK businesses. The message was simple: reducing cash ISA allowances only works if people have accessible options to invest in British innovation, backed by clearer guidance on how to invest and the upsides.<\/p>\n\n\n\n<p>On pensions, founders <a href=\"https:\/\/docs.londonstockexchange.com\/sites\/default\/files\/documents\/business-leader-letter-to-the-chancellor-06-11-2025_v2.pdf\"><span style=\"text-decoration: underline;\">supported<\/span><\/a> a proposal from the London Stock Exchange calling for pension providers to allocate <strong>25%<\/strong> of default funds to UK investments \u2013 a practical way to give scale-ups access to the late-stage capital they struggle to find domestically.<\/p>\n\n\n\n<p>This echoes the <a href=\"https:\/\/www.cityam.com\/time-to-bring-back-the-great-british-exit\/\"><span style=\"text-decoration: underline;\">message<\/span><\/a> shared by our CEO, Carolyn Dawson, in a recent City AM op-ed: If we want more homegrown success stories to stay and scale in the UK, we need domestic capital that can back them through to IPO.<\/p>\n\n\n\n<p>Talent is also central to the UK\u2019s ability to scale world-class companies. Founders consistently tell us that access to skilled talent, especially in AI, is one of their biggest obstacles to growth. The Home Secretary\u2019s <a href=\"https:\/\/www.gov.uk\/government\/news\/biggest-overhaul-of-legal-migration-model-in-50-years-announced\"><span style=\"text-decoration: underline;\">commitment<\/span><\/a> to fast-tracking settlement for entrepreneurs is a welcome signal, but founders say the UK must match global competitors on speed, clarity, and ambition if we want high-growth companies to scale here.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"666\" src=\"https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/Untitled-design-34-1024x666.png\" alt=\"\" class=\"wp-image-136446\" srcset=\"https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/Untitled-design-34-1024x666.png 1024w, https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/Untitled-design-34-300x195.png 300w, https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/Untitled-design-34-768x499.png 768w, https:\/\/technation.io\/wp-content\/uploads\/2025\/11\/Untitled-design-34.png 1200w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Founders Want Gone: Short-Termism and the Exit Tax Debate<\/h2>\n\n\n\n<p><strong>1 in 2 <\/strong>founders we surveyed highlighted short-term policymaking as the single biggest drag on growth \u2013 and nothing captures this more sharply than the Exit Tax proposal.<\/p>\n\n\n\n<p>In our polling, <strong>100% of founders said they opposed an Exit Tax<\/strong> on unrealised gains \u2013 one of the strongest signals we\u2019ve seen from the community. Many said they would reduce hiring or investment in the UK if it were introduced, and a number told us they would consider relocating entirely.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cThe introduction of an exit tax turns off any entrepreneur from starting a business in the UK.\u201d<\/li>\n\n\n\n<li>\u201cIt\u2019s not really messaging \u2018sunny uplands\u2019 when you have to try and lock people in to stay here.\u201d<\/li>\n<\/ul>\n\n\n\n<p>Alongside the Startup Coalition, we put these views forward to the government, and signals from the Chancellor that the policy <a href=\"https:\/\/www.lbc.co.uk\/article\/reeves-abandons-wealthy-tax-5HjdMp7_2\/\"><span style=\"text-decoration: underline;\">has been axed<\/span><\/a> are broadly welcomed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Looking Ahead to Budget Day<\/h2>\n\n\n\n<p>Despite their concerns, many founders we spoke to emphasised the UK\u2019s strengths: a collaborative ecosystem, strong technical talent, and a track record of producing globally recognised companies.&nbsp;<\/p>\n\n\n\n<p>There\u2019s hope that with clear and consistent decisions, the Autumn Budget can help make the UK a stronger place to build and scale a company.<\/p>\n\n\n\n<p>At the heart of it, founders want one thing: a UK that backs them as boldly as they back their own companies.<\/p>\n\n\n\n<p><a href=\"https:\/\/foundersforumlive.typeform.com\/to\/G0ACh0r3?typeform=&amp;typeform-source=technation.io\"><strong><em><span style=\"text-decoration: underline;\">Add your voice to Founders Pulse<\/span><\/em><\/strong><\/a><strong><em>.
